Council Offices and Library Re-Open

In accordance with the latest expert advice and in particular, the Emergency Management (Stay at Home No 3) (COVID-19) (Revocation) Direction 2020, Council’s Offices (both at Mallala and Two Wells) will re-open from 9am, Monday 23 November 2020.

Council’s Library Service will also recommence as per usual operating hours, with our Two Wells branch open from 9am, Tuesday 24 November 2020.

Further to our precautionary action to shut our Two Wells Service Centre last week, this site has since undergone a thorough clean and we are confident that there are no immediate risks to the health and safety of our community or staff.

Hygiene and social distancing measures remain in place and must be adhered to, including regular hand washing/sanitising and observing the one (1) person per four (4) square metres rule, which means only one (1) customer at the front counter at any time.

We strongly encourage customers to consider alternatives, where possible, to visiting Council’s offices to request a service. Requests can be submitted by:

Governance Advisory Panel

Public Notice - COVID-19 - Electronic Participation in Council Meetings

In light of the coronavirus (COVID-19) public health emergency, and pursuant to section 302B of the Local Government Act 1999 and the Electronic Participation in Council Meetings Notice (No 1) 2020, Council meetings, Committee meetings and Informal Gatherings are now able to take place by electronic means, being a virtual meeting room.

Accordingly, Council, at a Special Meeting held on 6 April 2020, revised its:

  • Code of Practice – Access to Meetings and Documents
  • Code of Practice – Access to Meeting Procedures
  • Informal Gatherings Policy

To satisfy the requirement that meetings be conducted in a place open to the public, Council and Committee meetings will be live streamed via YouTube. A direct link to the live stream will be placed on Council’s website prior to each Council and Committee meeting. Alternatively, click here to visit Council’s YouTube Channel.

The ability for electronic participation in Council meetings and Informal Gatherings will cease 28 days after all relevant state emergency declarations are revoked.

Council is taking every precaution to protect the well being of the wider community and remains committed to prioritising the health and safety of its residents, Elected Members and staff. Tackling COVID-19 means making sacrifices to reduce the risk of the virus spreading and to keep vulnerable people safe.


The Governance Advisory Panel (GAP) is established for the purpose of assisting Council to fulfil their governance duties. The purpose of the GAP is the provide independent advice and observations to Council on:

  • the governance and legislative framework, policies and processes;
  • matters pertaining to conflict of interest;
  • alleged breaches of the Elected Member Code of Conduct;
  • performance of Council’s Section 41 Committees; and
  • integrity of governance.
