Following a national expression of interest campaign, we nominated Leyton Property as the developer chosen to deliver on our vision for the Two Wells Town Centre.
This development positions the Adelaide Plains region for further substantial economic growth and will pave the way for an enhanced quality of life for many years to come.
The future Two Wells Town Centre will offer:
- A supermarket, healthcare, hospitality, convenience, large format retail and a range of community-focused services and amenities.
- A vibrant town square as part of a dining and entertainment precinct.
- Pedestrian-friendly design.
- Some of the latest innovations in renewable energy and water recycling to minimise the carbon footprint.
- Beautifully landscaped and high quality open spaces.
Project updates
Following a hotly contested national expression of interest campaign, we nominated Leyton Property as the developer to deliver on our vision for the Two Wells Town Centre.

Background
In response to the strong demand in the Adelaide Plains for commercial, retail and community amenities to support our rapidly growing community, we set the foundation for an exceptional and vibrant town centre within the historic main street of Two Wells.
The town centre will be developed on a substantial 8-hectare landholding fronting Port Wakefield Highway. The land parcel was strategically acquired by Council to catalyse renewal of the historic town of Two Wells and service the significant residential growth in the region.
A market engagement process in December 2022 was led by Alinea Group and Leedwell Property on behalf of Council. The innovative response from Leyton Property aligned with Council’s vision to provide a high quality public realm with a mix of retail, commercial, and community offerings complemented by high quality landscaped and civic open spaces.
Leyton Property were unanimously endorsed as the developer at a special meeting of Council on 4 March 2024.
To protect Council’s commercial position, both the purchase price and subsequent sale price remain confidential.

Two Wells is growing rapidly. Aware that retail, community and commercial investment needs to be accommodated for, we worked diligently and prudentially in securing strategic land. The investment in this land positions the Adelaide Plains region for further substantial economic growth and will provide convenient access to amenities for residents and visitors alike.
Prior to the town centre project, we identified a need:
- for retail in our Retail Supply and Demand Studies in 2014 and 2019
- to facilitate growth of the business sector in our Strategic Plan 2021-2024
- to identify practical outcomes that support investment attraction in our Tourism and Economic Development Strategy 2022-2025.
Our community will benefit from substantial public realm fully funded by the developer. Key benefits include a mix of retail, commercial and community offerings complemented by high quality landscapes and civic open spaces. Current proposals including a full line supermarket, healthcare, hospitality, convenience, large format retail and a range of community-focused services and amenities. It also includes some of the latest innovations in renewable energy and water recycling to minimise the carbon footprint.
The Town Centre project has been strategically designed to integrate with the Main Street and support renewal and reinvestment. We will be working closely with Leyton Property on engaging with local traders as well as interested groups that would like to be part of the new town centre.

Commercial in Confidence is commercial information which must be kept confidential between the relevant parties; in this case Leyton Property and Council. This is common for businesses, entities and body corporates that are transacting together and is crucial in protecting both entities’ interests.

Information sessions
