New wastewater system proposed for part of Two Wells

Published 20th November 2025
Adelaide Plains Council is proposing a new Community Wastewater Management System (CWMS) for part of Two Wells.

The CWMS will create sewage infrastructure in an area where properties currently have to maintain their own private systems.

Many of these private systems are ageing or were installed before the introduction of the Onsite Wastewater Systems Code in 2013. As a result, many are at high risk of failure, or are non-compliant with environmental and public health requirements.

Failing or non-compliant wastewater systems can negatively impact people’s health, pollute or contaminate groundwater and cause bad smells. Council’s proposed CWMS addresses these risks. Properties could connect directly into the system, without needing to maintain individual pumps or tanks.

This gravity sewer system would transfer wastewater to an existing wastewater treatment plant. The infrastructure, excluding the wastewater treatment plant, would be owned and maintained by Council. Feedback is being sought from over 400 affected property owners before Council decides on the next steps.

Costs would be applicable to all property owners in the area, and would include a one-off capital charge (based on SA Water charges), an ongoing annual service fee and construction to connect buildings to the system. Council is looking to access grant funding through the Local Government Association SA’s CWMS program, which will significantly subsidise the costs to property owners. Property owners could choose to pay the capital charge upfront, or through a payment plan.

Feedback will help Council to understand more about existing onsite systems, preferred payment options, and how Council can best support property owners in the transition to a new CWMS. Council is also seeking feedback on ways it could work with licensed plumbers to help properties connect.

Feedback closes 9am Monday 1 December 2025. A project summary, fact sheet and answers to frequently asked questions are available on Council’s consultation website.
