Feedback invited on Council by-laws

Published 5th June 2026
Council invites feedback from the community on its latest by-law review.

The following by-laws are proposed:

  1. Permits and Penalties By-Law 2026
  2. Local Government Land By-Law 2026
  3. Roads By-Law 2026
  4. Dogs By-Law 2026
  5. Moveable Signs By-Law 2026
  6. Animal Management By-Law 2026

By-laws are made by councils under the Local Government Act 1999 to effectively govern an area and assist councils in creating safe, convenient and comfortable community spaces.

Council’s current by-laws from 2019 have been reviewed and all are proposed to continue. They are designed to control the use of and access to land under the control of Council (including public roads), support the management and control of dogs (including on private land), control moveable signs, and provide a permit system and set penalties for breaches of by-laws. A new Animal Management By-Law is also proposed to regulate nuisance caused by roosters and pigeons.

Over time, we see changes in our environment. In some cases, new situations arise which need careful consideration because what may impact one person has an effect on another. Councillors give thought to how best to deal with matters that require a level of compliance but also have a degree of flexibility in special circumstances. Council by-laws are a way of saying what is acceptable in our local community.

The community can have their say by submitting feedback through the online form, or in writing to Council by email or mail.

Visit Council’s consultation website for more information, copies of the draft by-laws and a summary of proposed amendments:

Consultation closes at 9am Thursday 18 June 2026.
