Planning for Parham and Webb Beach
Consultation closes at 9am on Wednesday 6 March 2024.
As Adelaide Plains grows, planning is needed to foster liveable and sustainable outcomes for Parham and Webb Beach. Let us know what you see for the future of Parham and Webb Beach!
On this page: Background / Have your say / Documents
A plan for the future of Parham and Webb Beach will look at lifestyle, business, tourism and the environment. We are creating this plan with the community, and working towards supporting local facilities and services that are reasonably convenient and accessible, maintaining our enviable lifestyle.
Actions identified will be those that Council working with the local community can deliver, lead, or advocate for. The plan will align with Council’s Growth Strategy and Action Plan and Tourism and Economic Development Strategy 2022 – 2024, as well as the Adelaide International Bird Sanctuary National Park – Winaityinaityi Pangkara’s Management Plan.
Why we need to plan
Parham and Webb Beach is a destination known for recreation and leisure. The coast is an area of national and international importance and supports migratory shorebirds and waders.
Tourism is a low impact economic development opportunity and a key visitor attraction is the Adelaide International Bird Sanctuary National Park – Winaityinaityi Pangkara (the Bird Sanctuary).
Background
- Our region’s coast contains landscapes, marine parks and habitats of national importance. This area is considered one of the most ecologically intact mangrove and saltmarsh systems in South Australia and provides a unique coastal experience.
- Parham and Webb Beach have around 220 residents. Visitors come to fish, crab, ride horses and view wildlife at the Bird Sanctuary. Little population growth is expected because it is an established settlement surrounded by AIBS-WP.
- There are some facilities for residents and visitors, such as the Port Parham Sports and Social Club, a campground and horse float parking. Council has endorsed a concept plan to upgrade the Foreshore Precinct, and are considering whether to upgrade or sell the old playground at 42 Esplanade, Parham.
- The vegetated area south of the Port Parham Sports and Social Club is home to Coast Bitter-bush which is a crucial habitat for the Bitter-bush Blue Butterfly. This area has grown in significance because the butterfly’s population has reduced in Torrens Island.
- There are various walking trails between Parham and Webb Beach, and from Webb Beach to Bakers Creek. These are inside the Bird Sanctuary, an important coastal conservation area.
What is being proposed at Parham and Webb Beach?
- A concept plan to upgrade the Foreshore Precinct at The Esplanade/First Street.
- Investigating whether to sell or upgrade the old playground lot at 42 Esplanade.
- Considering what facilities should be at or near the Port Parham Sports and Social Club.
- Investigating whether there is a need for an off-leash dog park and if so, where.
- Trail connections to and within Parham and Webb Beach, including at Bakers Creek.
- Considering community transport options.
The community’s feedback on these proposals is sought during consultation.

Next steps
Following consultation, directions for Parham and Webb Beach will be documented in a Parham – Webb Beach Plan. Draft directions will be discussed with representatives of Parham and Districts Action Group prior to Council’s formal consideration.
When a Plan is adopted, it is anticipated further tailored consultation would be associated with progressing each action. This is likely to include working closely with the Parham and Districts Action Group and the Port Parham Sports and Social Club. The Plan would also inform Council’s annual business planning, advocacy, and other initiatives by Council.
The plan will document what the community and Council see for the future of Parham and Webb Beach. It will identify actions to boost liveability and sustainability for residents and visitors.
The plan will have actions that Council can in manage, lead, or advocate for (for example, to the State Government), in consultation with the local community.
